RESTRICTED : PHIL SCHNEIDER'S DULCE BASE TESTIMONY

Phil Schneider was a surveyor who claimed to have worked on a top secret project at the Dulce Base. He alleged that the facility was a shared operation between the US government and UFOs. According to Schneider, the Dulce Base was used for experimentation on alien technology and deconstruction. He claimed that during his time at the base, he witnes
